Bull and Foxconn enhance European AI infrastructure

Bull and Foxconn collaborate to strengthen Europe's AI and cloud capabilities, focusing on localised production and sovereignty.

Bull has partnered with Hon Hai Technology Group (Foxconn), an electronics manufacturing and technology services company. The collaboration aims to produce AI and cloud infrastructure, with a focus on Europe while also serving global markets.

The partnership combines Bull's experience in AI system design and market presence with Foxconn's manufacturing capabilities and supply chain operations. Planned deliverables include high-performance computing systems, with production taking place at Bull's facility in Angers, France, and Foxconn's facilities in Pardubice, Czech Republic.

The initiative is intended to address demand from European AI Factories and emerging cloud providers, while supporting regional industrial capacity. It also aims to establish a regional industrial network for AI infrastructure.

In line with broader European objectives relating to AI and digital sovereignty, the collaboration focuses on AI Factory and infrastructure development within Europe. The project includes plans to strengthen AI-related supply chains in France and is supported by an investment of more than EUR 120 million.

Artificial intelligence is becoming an increasingly important part of the global economy, but Europe relies significantly on imports and external suppliers for some key technologies and components. According to the figures cited, Europe accounts for approximately 8% of global semiconductor manufacturing capacity and less than 5% of the market for certain AI infrastructure segments, including cloud and advanced computing platforms.

Bull and Foxconn plan to develop and industrialise AI systems designed for AI training and inference workloads. These systems are expected to incorporate advanced processors, including GPUs and accelerators, as well as high-performance memory, storage, and connectivity technologies.

The systems are intended to be deployable either as standalone units or in rack-level configurations, serving a range of users including enterprises, cloud service providers, and research institutions. The project aims to support the development of AI infrastructure within Europe.

Manufacturing and initial testing are planned at Foxconn's facilities in the Czech Republic, followed by assembly, validation, and system integration at Bull's Angers facility in France. The companies state that this production model will support quality control and contribute to European manufacturing capacity.
